Fire Board Meeting 11/20 @ 1pm

The RSF Fire Board will be voting on accepting a “voluntary, future contribution” from the developer of Harmony Grove Village South. The fire district staff is recommending that the board accept what is essentially a legal bribe of $850,000.  We need people to attend the meeting, write a letter and make a comment.

Write your own letter / comment:

In-person comments will likely be 2 to 3 minutes long. State why you are opposed to a) HGV South and b) accepting a donation from the developer.  If you lived through a wildfire in the area, definitely include a personal anecdote about that. Try to personalize it as much as you can. Here are some talking points:

  • The project has not been approved yet by the Board of Supervisors. Previous attempts at approval (2018) resulted in lawsuits from the community and the project approvals were rescinded. If it is approved again, we will sue again.
  • The Fire District cannot ethically accept money from a developer when they are responsible for assessing the project’s fire safety. This is a huge conflict of interest. 
  • We pay significantly more in fire benefit fees than residents in Rancho Santa Fe (and other areas), about ten times more. If HGV South is approved for financial reasons, I will support rescinding that fee and the loss to the District will more than offset whatever any development can bring in. 
  • The property is in a “Very High Fire Hazard Severity Zone.” The Cocos Fire burned right next to this property in 2014, burning 30 homes.
  • There is only one evacuation route from this property. To meet a minimum level of safety, there would have to be a second way out. But because of steep slopes in the area, there is no feasible way to build a road to create a second evacuation route.
  • Dr. Cova, a renowned wildfire evacuation expert from the University of Utah, who has advised everyone from CalFire to many jurisdictions, has stated unequivocally that the project is unsafe due to the heavy burden it places on subpar evacuation routes. 
  • By approving this development despite the obvious safety risks, the Fire District is putting residents at risk, and is prioritizing profits over people.
